India partially exempts synthetic fabric import from MIP



The Indian government has partially exempted synthetic fabrics under ITC HS code 60053600 from the minimum import price (MIP) of $3.5 per kg. Fabrics falling within the 28 to 48 GSM (grams per square metre) range will now be exempt from this MIP restriction.

India’s Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, issued a notification on October 21, 2025, amending its earlier order dated April 23, 2025. The latest notification revises the import provisions for synthetic fabrics under code 60053600.

India has eased import norms for synthetic fabrics under HS code 60053600 by exempting materials within the 28–48 GSM range from the $3.5 per kg minimum import price.
The move aims to balance import control with industry needs while curbing low-cost fabric inflows that threaten domestic producers.
MIP rules for other fabric codes remain unchanged.

“The import of synthetic knitted fabric under ITC HS code 60053600 shall remain restricted and subject to the MIP condition of $3.5 per kg, except for fabrics falling within the 28 to 48 GSM range,” the DGFT stated.

Under the previous notification, the import of synthetic fabric under this code was permitted freely if the CIF value was $3.5 per kg or higher. The revised order now removes this restriction for fabrics within the specified GSM range.

The MIP condition for other HS codes notified under the April 23, 2025 order remains unchanged. Additionally, inputs imported by Advance Authorisation holders, Export Oriented Units (EOUs), and units in Special Economic Zones (SEZs) will continue to be exempt from the MIP condition, provided that such imports are not sold in the Domestic Tariff Area (DTA).

India introduced the MIP mechanism to curb the excessive import of synthetic knitted fabrics under various HS codes. The domestic textile industry has raised concerns over the surge in low-cost imports, which pose a serious threat to local manufacturers.
