The Ministry assessed districts using a data-driven scorecard based on export performance, MSME ecosystem, and workforce presence. Districts were classified into Champion and Aspirational categories. Champion Districts will focus on scaling and sophistication through advanced infrastructure, Industry 4.0 integration, and export linkages, while Aspirational Districts will prioritise ecosystem building via skilling, formalisation, raw material banks, and support to micro-enterprises through SHGs and cooperatives.
India’s Ministry of Textiles has launched the District-Led Textiles Transformation initiative to drive inclusive, sustainable growth.
The programme aims to develop 100 districts as global export champions and 100 Aspirational Districts as self-reliant hubs through targeted infrastructure, skilling, MSME support, and Purvodaya-focused development in eastern and northeastern regions.
The initiative also emphasises on Purvodaya convergence in east and northeast zones. These regions are prioritised for tribal belt development, connectivity improvement, and Geographical Indication (GI) tagging to position unique cultural handicrafts for premium global markets, the Ministry of Textiles said in a press release.
Through the strategic convergence of government resources and collaborative partnerships with industry and academia, the programme aims to strengthen textile clusters and systematically scale successful models to maximise impact across districts.
